Heat butter in a medium pan over a medium flame. When it's fully melted, add the flour and stir well. Let it cook for about 1-2 minutes to get rid of the raw taste.

Pour in the milk in small amounts, stirring constantly. Keep it on the heat and whisk for 3-5 minutes, letting the mixture thicken up.

Turn the heat down, toss in the mozzarella, and keep stirring until the cheese blends completely. Set the sauce aside and keep it warm.

Pour 2 tablespoons of oil in a large pan and warm it over medium heat. Toss in the sliced steak, sprinkle it with salt, garlic powder, and onion powder, and cook for 5-7 minutes until it’s nicely browned and cooked through.

Prepare the fries according to the instructions on the package, or fry them in hot oil until they’re golden and crispy.

Lay out the fries on a plate, sprinkle some steak on top, then pour over the cheese sauce. Do more layers if you'd like, and finish with chopped green onions.
