Set the oven to 180°C (350°F) to preheat. Coat three 9-inch round cake pans with grease and a dusting of flour.

Combine cocoa powder, flour, sugar, salt, and baking powder in a big mixing bowl. Pour in the eggs, milk, and vanilla, then mix until the batter is smooth.

Evenly pour the batter into the three prepared pans.

Place the pans into the oven and bake for 25-30 minutes. Check if they're done by inserting a toothpick—if it comes out clean, they're ready.

Take the cakes out of the oven. Keep them in the pans for 10 minutes to rest, then carefully move them to a wire rack to cool completely.

Over gentle heat in a double boiler, melt the chocolate chips. Mix in the heavy cream until it turns into a smooth, shiny ganache.

Put one cake layer onto a plate. Spread a layer of ganache on top, then whipped cream. Do this for all layers.

Finish with whipped cream on the top layer and sprinkle the chocolate shavings or nuts as garnish.
