Warm a large pan on medium heat. Toss in the ground beef along with the diced onions and cook them until the meat turns brown.

Strain any leftover grease from the pan. Sprinkle in the cayenne, chili powder, and salt, then mix everything together until it's even.

Stir the refried beans and tomato paste into the seasoned meat. Keep stirring until it’s combined smoothly.

In a small bowl, blend the cornstarch with a couple of tablespoons of water until it’s lump-free. Pour this mix into the skillet and cook until the mix gets thicker.

Throw in the shredded cheddar and stir until it melts perfectly. Let the cheesy mix simmer for 10 minutes, giving it a good stir every now and then.

To warm each tortilla, either microwave for around 15 seconds or dampen it lightly with some water and heat in the pan.

Lay a tortilla flat, scoop about 1/4 to 1/2 cup of the cheesy meat mix in the middle, and sprinkle some cheese. Fold the sides in and roll it up tightly.

Repeat for the rest of the tortillas and meat filling. Serve with salsa and sour cream on the side if you'd like.
